New boarding rule for unaccompanied minors under 16 years old on trips in Brazil
The ECA (Estatuto da Criança e do Adolescente) was modified by Law 13812/2019 which is valid from 03/18/2019 and provides, among other measures, the need for travel authorizations for boarding of unaccompanied minors under 16 years old (the previous rule was for children under 12 years old). Please pay attention to the new rule detailed in Article 83:
No child or teenager under 16 (sixteen) years old may travel outside of the county where it resides unaccompanied by its parents or legal guardians without granted judicial authorization. (As written in Law 13812, of 2019)
1. Authorization will not be needed when:
a) the county of residence of the child or teenager under 16 (sixteen) years old is in the same Federation unit, or in the same metropolitan area; (as written in Law 13812, of 2019)
b) the child or teenager under 16 (sixteen) years old is accompanied: (As written in Law 13812, of 2019)
1) of parent or related adult, up to the third degree, with document that proves such relation;
2) of an adult, upon expressed authorization of the father, mother or guardian.
2º The judicial authorities will be able to, if asked by parents or guardian, concede an authorization valid for two years.
Children between the ages of 5 years and 12 years old who are incomplete may travel unaccompanied on domestic flights, provided the necessary documentation is presented and payment of the respective service fee is made.
Children between the ages of 12 years old and up to 16 years of age may travel unaccompanied on domestic flights, provided the necessary documentation is presented. There is no charge for service.

*In accordance with the Provision CG 35/2019, minors between the age of 5 and 16 years old, may travel unaccompanied within the territory of the State of São Paulo, provided they have a signed authorization and with a recognized firm, either in fact or by authenticity, provided by one of the parents or legal guardians.
If they are traveling inside the country, departing from the State of São Paulo and with a one way ticket, the judicial authorization is waived, as long as the rule above is observed.
For round trips from the State of São Paulo to another State of the Federation, judicial authorization will be required as predicted by the Child and Adolescent Statute (ECA, Estatuto Da Criança e Adolescente).

ANAC offers a form on its website, with an optional template of authorization to be used by parents or legal guardian for children or teenagers under 16 years old traveling domestically accompanied by an adult. At the age of 16, in domestic flights, boarding is allowed without the need of an authorization. We recommend that you check along with the Child and Youth Court from each state regarding the need for notarized travel authorization documents with authenticated signature. Access the form template provided by ANAC, where they must be presented in two original ways.

For boarding of an unaccompanied minor, it is necessary to fill out a form (click here to download it), besides having the mandatory authorization. The form must be filled in 2 original copies for boarding both the outbound and the return flight. These must be delivered at the time of check-in at the airport along with the remaining requested documents.
Notes: We do not accept authenticated copies, plain copies, and electronically filled templates.

No problem, you can include more pounds at the airport during check-in. But attention, if the weight of checked baggage exceeds 23kg will be charged as additional volume.
